VEHICLE & DRIVING POLICY

M.A.Agencies being in the transportation business since last twenty years is well aware of the international Vehicle and Driving Safety Standard and recognizes that driving is both necessary for business and also represent a hazardous activity and accordingly M.A.Agencies take the appropriate measures to eliminate / or at least reduce the identifiable risks as far as reasonably practicable & humanly possible.

Manager when performing risk assessment on the activities of their department will pay special attention to potential risks from driving and will seek to minimize to time spent driving and also to minimize the risks by implementing guidelines of the company`s policies.

Employees are reminded that driving on the roads is a hazardous activity the following precautions shall be taken to minimize the risks involved.
  • Company vehicles are to be driven only by the employee to whom the vehicle has been assigned or an employee who has been authorized to operate a particular company vehicle.
  • Plan to work minimize driving requirements.
  • Ensure that the vehicle is maintained in accordance with manufacturer`s instructions, including climatic or seasonal precautions.
  • Take sensible breaks and seek to avoid tiredness when driving.
  • Use all available safety equipment, wear seat belts, whenever these are fitted.
  • All road accidents and near misses will be reported and investigated all corrective actions will be widely communicated.
  • Personnel will be suitably trained in the operation of the vehicle they will drive.
  • Follow the safety precautions outlined in the lone worker arrangements.
  • Report the development of any health problem, which may limit or prevent driving.

  • Prior to start of any journey all drivers & supervisors will be briefed about the road & environment conditions as well as any specific guidelines of the particular location.
If the management or the drivers foresee any significant problems in driving further efforts shall be made to reduce risks starting with a process of reassessment by the management.

  • Before loading, check the vehicle is safe to load.
  • Evenly distribute the load, securing it 1 place.
  • Keep the load within the vehicle`s capacity.
  • Avoid overhang of the load.
  • Avoid loading and unloading on slopes or never overhead cables.
  • Ensure stability of load before removing securing devices, such as ropes, straps or chains etc, and unloading in such a way that the load remaining on the vehicle is not unbalanced.
  • Providing a safe mean of access to the vehicle and load ( which may be at height ) and mechanical handling equipment if necessary.
  • Drivers of loaded vehicle must stop and check the load at regular intervals.
  • Vehicles carrying waste material must be netted if there is a risk of materials blowing off the vehicle.
  • The planning of operation to ensure that all statutory requirements or the legal use of vehicles on public highways are implemented and complied with, when crossing international borders, the statutory regulations of all countries involved must be complied with.
  • The communication of written procedures to user of vehicles concerning the disciplinary action, which will be taken for failure to comply with company`s procedures. Written notification is required of any deficiencies or defects relating to the vehicle, which may impair the safe use of the vehicle.
  • The communication of written procedures to drivers concerning the action to be taken in the event of a breakdown or accident.
  • Provision of a mean of a communication, such as radios or mobile phone to keep in the contact with drivers while they are on the road whenever possible.
  • The communication of written procedures concerning the use of communication devices, such as mobile phones, while in motion.
  • Creating and adhering to servicing and maintenance system, with sufficient resources to enable the safe and efficient repair and servicing of vehicles.
  • Identify danger areas by the use of signs and markings and ensuring there is sufficient lighting.
Training:
  • All persons required to drive vehicle on the public highway must hold a current driving license for the particular class of vehicle that they are driving, ensure the license is valid in the country of operation.
  • Drivers should be train in the maintenance inspection required, documentation associated with driving duties, accident, incident and near miss reporting and action to be taken in the event of an accident.
  • Personnel undertaking driving duties in unfamiliar area or country must ensure that they are fully aware of all local road traffic rules and regulations and the meaning of using traffic signs use.
  • Additional training may be required for personnel expected to drive in difficult conditions e.g. desert driving or driving in slope or icy conditions.
  • Where loading vehicle is a requirement, then training will be provided in the method of time down equipment and materials load distributions and effective placement of various types of load for particular type of trailer plate foams and number of axles.

Management Control:

M.A.Agencies has an alcohol and drug policy which state the company rules and the action to be taken in the event of a breach of policy, the policy is contain in this HSE manual.

Management will assign realistic delivery targets to drivers taking in accounts the traffic and road conditions to be expected on particular routes.

Management will ensure that all drivers of vehicles of company business are properly licensed and authorize to drive company vehicles and will arrange for large goods vehicles driver over the age of 45 to be medically examine before renewal of their license. The driver`s eyesight must meet a high standard and they must be fit and free from any condition that may effect their ability to retain control of a large vehicle.

All persons involved with repair and maintenance of vehicles must be competent to undertake. Their specific task, the replacement parts or items must be of an acceptable standard and quality and fit for the purpose they are intended.

All drivers must take a responsible attitude towards the care and maintenance of their vehicles. Their must be a requirement for drivers to wear personal protective equipment, depending on the nature of the loads being transported and / or destination premises or sites. Management will inform drivers of their requirement to wear PPE and the consequences of failing to comply with both M.A.Agencies policy and those of customers. Where PPE is a requirement, drivers will be informed of the system of issue, maintenance, use, replacement and storage of the PPE.

All drivers are required to report any defects discovered in their vehicle or in any of the PPE hey may be required to wear.


Serious Or Imminent Danger:

Drivers must ensure that if any defect, which could affect the safe operation of the vehicle, is discovered in their vehicle. They do not drive it until it has been rectified.

While away from company`s premises, drivers of vehicle are considered to be lone workers, unless vehicles are double manned. The use of radio, mobile phones or land line phones will be used to maintain contact between the driver and the office.

Drivers involved in accident on the public highway , resulting in injuries to another person ( or animal ) or damage to another vehicle ( or property ) , must comply with statutory regulations and company`s policy and report the incident. Road accident must also be reported as a requirement of most insurance policies, if the accident involves a vehicle transporting hazardous substances, the authorities and M.A.Agencies must be notified immediately.
